My user account has a problem.

I tried recovery but for some reason all of the restore points were not there anymore. I have full admin rights but windows 10 says i need permission a lot and the loading and installing of programs take forever??? Im running 1909

Try to use Windows refresh
https://www.windowscentral.com/how-use-refresh-tool-do-clean-install-windows-10
