my computer is able to be taken over by hacker, access all my accounts camera in screen?

Question

my computer is hacked as well as they use my ip address, my accounts.
My web camera is covered but they are still able to watch me through the screen.
Someone shows up my internet cuts out and it is switched to a different computer in another house. Typing is very slow and they are on my computer in real time, able to redirect any virus download so as the one i download will be ineffective as it will scan there computer and leave mine still hacked
