agresive blocking of mail screen+ udp 239.255...+ unabled defender

Question

continously blocks the main screen even though the lock blockerhas been disabled , also have asterisks typing by itself, and task manager shows cpu usage 90-100% all the time, udp239.255... conected all the time, blocked date settings, cannot enable denfeder. if the internet conection is on is even worse.
