i installed passutils.exe and when I click it, it doesnt run. it runs on my other Windows 10 machines, why?

I added full control for Authentcated users for the folder and passutils.exe app.

I scanned the passutils folder and no virus was found.

I checked Windows defender and it wasnt blocking the app.

I ran the MSRT tool and no malicious software was found.

I found it C:\passutils\passutils.exe at
Computer\HKEYCURRENTUSER\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Compatibility Assistant\Store

I ran the compatibility troubleshooter, the app will not run. The properties are indentical to the other installations on window 10 that does run

We have no relation to the passutils software.
I suspect that the software depends on other software that is missing on your PC.
It may be the Microsoft run-time library DLLs or a specific .NET version.

Use Microsoft Procmon logging to monitor the start of the passutils.exe and check for errors:
