Microsoft has acknowledged an issue affecting Windows 11 24H2 installations, where newer cumulative updates fail if the OS was installed using an ISO containing integrated October or November 2024 security updates. This conflict arises because Windows Update does not support these modified installations.
Users encountering the issue likely created custom ISOs using third-party tools like Rufus or DISM to integrate the latest updates, or modified the media files directly. Microsoft does not distribute official ISOs with pre-integrated updates; the Media Creation Tool only provides the original October 2024 release of Windows 11 24H2.
Affected systems cannot receive newer patches, including the December 2024 updates, unless the OS is reinstalled using unmodified installation media created with the official Media Creation Tool.
Microsoft states that the problem impacts a small number of PCs and advises users to avoid modifying ISOs. The company plans to resolve the issue and will provide updates in January 2025.
